NOT A SINGLE QUILOMBO LOST

Uma Gota no Oceano, in partnership with Coordenação Nacional de Articulação das Comunidades Negras Rurais Quilombolas (CONAQ), Terra de Direitos, Instituto Socioambiental – ISAComissão Pró Índio and Comissão Pastoral da Terra launched the Nenhum Quilombo a Menos (Not a Single Quilombo Lost) campaign on 28/7/17, with the objective of pressuring the ministers of the Federal Supreme Court to vote against the Direct Action of Unconstitutionality (ADI) No. 3239/2004, proposed by the party Democratas. This ADI could have made titling of new quilombola communities unfeasible and null those that have already been titled. 

Gota participated in the campaign through the production of graphic material, texts to be distributed to the press and a video starring actors Icaro Silva and Letícia Colin, Sophia Abrahão, Sérgio Malheiros, Érika Januza and Caio Paduam. Furthermore, we posted the launch in social media, along with a petition. We also managed to publish in the newspaper “O Globo” – an article (“Ainda há quem nos meça em arrobas”) signed by Denildo Rodrigues de Moraes, known as “Biko”, the national coordinator of Conaq. Besides that, we were always present at the trial sessions.

The first 70.000 signatures gathered by the campaign were delivered to the office of the Supreme Federal Court (STF) president, Carmen Lúcia in Brasília, on August 16, 2017. Today we have passed 112 thousand. The last session took place on 8 February and the STF ruled in favour of the quilombolas. But we are still campaigning, since only 4% of the more than 1.600 quilombola titling processes in progress at Instituto Nacional de Colonização e Reforma Agrária (Incra) have been completed. In addition to the program recognizing quilombola areas being carried out at a snail’s pace, its budget shrank 94% in seven years, plummeting from R$ 64 million in 2010 to R$ 4 million in 2017.
